While the CONNECTDirectConfig web services have been implemented into the CONNECT ear, CONNECT's Direct app is still reading from the XML configuration. We need to CONNECT's STAgent instance to pull configuration values from CONNECTDirectConfig.

Note: Changes should be pushed to the Direct feature branch of CONNECT. Refer for more information.

CC:

1. Update STAgent to use config services instead of xml file.
2. Remove xml file, and reflect these changes in all CONNNECT configuration scripts which reference that xml.
3. Ensure that CONNECTDirectConfig deploys before Direct (most likely by setting the web module startup sequence to 2).

QA:

Test CONNECT's Direct functionality (as a Sender and as a Receiver).
