Create a template definition or framework for Admin GUI

Description

Templates should include Admin GUI look and feel, navigation objects, header and footer, representation for lists, tables and other views for any content

CC: Add a template file which has header/footer/and navigation bar compositions. The template file should include the global JS/CSS references. Update current pages to follow this paradigm (create user, remote gateways (dashboard)).

QA: ensure that navigation and existing functionality is not broken.

Resolution Details

Created Template layout for the Admingui using JSF Templates feature and updated the existing pages with base template. PR for this code change:

1. Built and deployed new code.
2. Checked Dashboard, remote gateway list and performance statistics from side pane, and tab headings.
3. Executed validation check and verified the remote gateway list entries.
4. Created a new user
5. Logged in with the new user id and checked the Dashboard, remote gateway list and performance statistics tabs.
